Aviation Technical Systems Specialist

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities. Assignments include the following:
Serves as the development focal for all ATO business cases used as decision documents for NAS needs and changes. Manages and facilitates the process by which a valid requirement is evaluated by industry-accepted , analysis. Applies an iterative, life-cycle cost analysis process that may be used throughout the life-cycle of a NAS facility. Provides documentation and analysis for the initial decision to invest in a project; the decision to select among alternative approaches; and follow the scope, schedule, or budget changes during the course of the project implementation.Facilitates a process to gather information for further decisions to support the valid requirement of the NAS facility or staffed office and to refine estimation of benefits and costs to become a funded project from a fully integrated, system approach. Performs analysis that may include the relative cost vs. benefits of different support strategies.Supports the prioritization of the Service Area needs around staff facilities/technical space issues then communicates this to the Service Area Directors and Districts for funding while considering the mission requirements of the ATO.Applies a wide range of methods to gather, analyze, and evaluate information and data on program/project issues, including financial and managerial considerations.Acts as the ATO Point of Contact (POC) with other FAA Lines of Business (ie. ALO) to validate and support the business case project during real estate acquisition/lease negotiations or special research supporting the ATO Service Area Directors. Develops analysis and reports in support of ATO technical space requirements for field operations offices (i.e. Technical Operations staffed facilities).Applies experience and advanced technical knowledge of aviation and project management skills related to the design, development, operations, maintenance, performance, evaluation, sustainment, improvement or establishment of NAS facilities.Communicates verbally and in writing the business case products of the data gathering and analysis obtained for NAS facilities and Staffed facilities requirements. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports and may communicate the overall results of a project or work activity to FAA management.Established policies/procedures provide guidance for most assignments, but allows considerable discretion for employee to select the most appropriate approach or recommend new approaches. Provides recommendations to improve work processes. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations.Work is review periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirement if the project or other work activity. Work activities typically support and may be vital to the success of projects or activities of one of more organizational units. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Technical experience with NAS programs, procedures, infrastructure, and facilities. This includes systems and facilities interrelationship in providing the services necessary for the movement of aircraft across the NAS. Specialized experience may also include a aviation technical knowledge gained through experience in the design, development, deployment, or performance evaluation of systems or facilities that support the NAS. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
