Data Management Analyst

Incumbent applies experience and expert knowledge of qualitative and/or quantitative analytical skills, the ability to research problems and issues to analyze, develop, enhance and manage the Agency's information capabilities necessary to efficiently conduct oversight of large and complex Organization Designation Authorization (ODA) holders. The purpose of these activities is to improve the effectiveness and efficiency of office operations and introduce changes that enhance the safety of the national airspace system (NAS).Incumbent works with IT Specialists to manage existing information management systems, envision and implement new system capabilities, develop new automation tools and add functionality. Research, identify and understand the business processes, automation and data needs of the Division. Applies analytical and evaluative methods that assess program needs to improve organizational effectiveness and efficiency. Provides solution recommendations to management and clearly communicates associated challenges and benefits to the Division. Capture and document those needs as business/data requirements for AIR's local or enterprise information management systems.Collect, analyze, and present AIR data, using a variety of reporting and visualization tools, to support decision making. Maintain existing local information management systems, convert local systems to a web platform when advantageous, or support development of new data management systems in collaboration with and in concert with other Divisions. Accomplish all tasks in alignment with agency objectives and policies. Work collaboratively with other AIR employees performing similar duties including policy issues, and strategic planning. Work as a team leader with other employees in the Division responsible for performing or developing business processes and information management systems.Incumbent independently plans time; identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Applies fact-finding and investigative techniques; oral and written communications; development of presentations and reports; creation of data management systems using tools such as Excel, Access, SharePoint and Sequel Server, and industry standard database and web technologies.Incumbent researches, plans and conducts functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include:
providing guidance to less-experienced professionals; leading small project/program teams in the development of new data systems functionality; designing and recommending solutions to complex problems; preparing and reviewing management briefings; and developing and recommending improvements to systems and/or processes to improve operational efficiency.Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. FV-I:
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Experience developing and designing databases and displaying/presenting data to track and improve office performance.Experience conducting reviews of programs/office processes using qualitative and/or quantitative analytical tools, and presenting findings to a variety of audiences.Experience and knowledge of advanced techniques in informatics design, development and program management.FV-J:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
