Environmental Protection Specialist

Expert knowledge of Federal, State, and local laws and regulations, documentation and reporting requirements and lawmaking or rulemaking processes sufficient to make decisions or recommendations significantly changing, interpreting, or expanding important agency policies and programs. This includes environmental noise analysis and SHPO Coordination.Comprehensive knowledge of management practices and procedures to resolve problems of major significance to agency environmental programs (e.g., developing and maintaining agency wide environmental management information system, developing agency guidelines governing NEPA operations, analyzing major programs and proposing changes with respect to national agency program goals and objectives; advising agency officials and personnel at all levels on various aspects of environmental program management).Expert knowledge of the principles and methods of administering environmental protection programs and laws and regulations related to environmental protection activities. This includes Environmental Assessments, but not limited to, EIS, CATEX, Records of Decision (ROD) and Findings of No Significant Impact (FONSI).Ability to provide aviation-specific environmental guidance to support FAA management and facilities, Department of Defense (DoD) proponents and third-party developers on environmental regulations in accordance with FAAO 1050.1 and FAA JO7400.2.Highly skilled in effectively communicating complex technical and non-technical information to senior officials, public affairs, legal and other external/congressional parties. Subject Matter Expert (SME) support for appropriate level of environmental documentation in the form of Categorical Exclusion (CatEx), Environmental Assessment (EA), or Environmental Impact StatementsComprehensive knowledge of the environmental, noise analysis programs, goals, priorities, policies, and commitments of the assigned organization and their interrelationship with other internal and external programs and activities. To qualify for this position at the FG-14 level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Knowledge of the National Environmental Policy Act (NEPA). Ability to present high level, technical information through briefings, reports and/or studies to a variety of audiences. Ability to apply environmental laws and regulations to advise on or resolve technical matters.In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.Practiced in consultation, environmental considerations and analysis under National Historic Preservation Act, Section 4(f) DOT Act, Endangered Species Act, Executive Order 12898 Environmental Justice, Clean Air Act, and special purpose laws considered in conjunction with NEPA Proficient in assisting flight procedure designers and air traffic personnel in understanding and applying FAA environmental policies and procedures and requirements of FAA Order 1050.1 and FAA JO7400.2 Proficient skill in technical writing as used in:
scientific data and analysis results, initial Environmental Reviews, NEPA Categorical Exclusions, NEPA Environmental Assessments, NEPA Environmental Impact Statements, Finding of No Significant Impacts, Congressional Inquiry responses, Tribal Government to Government Consultation, consultation under Section 106 with State Historic Preservation Offices. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
