Supervisory Human Resources Specialist (Employment Services Manager)

The incumbent supervises and provides technical oversight to staff responsible for the delivery of employment services including recruitment, staffing, personnel action processing, entrance-on-duty processing, employment services consultation, and administration of various employment and related programs. This includes assigning work commensurate with mission needs and staff capacity, assessing workload requirements and making adjustments as appropriate, establishing and monitoring priorities, providing oversight toward ensuring compliance with applicable governance (regulations, policies, and merit system principles), continually assessing operations for overall effectiveness and efficiency, identifying trends and/or deficiencies, developing and implementing solutions to maintain and improve operations and customer service, monitoring and evaluating employee performance, providing constructive feedback and coaching, addressing performance and conduct issues, recognizing and rewarding performance as merited, and determining employee eligibility and approvals (leave, overtime/compensatory time off, telework, etc.). This also includes providing guidance to LOB/SO customers at all levels, leading the resolution of new or particularly complex issues, keeping the HR Director apprised of pertinent matters as they arise, researching and preparing solutions/options for the HR Director's consideration as appropriate, and researching and preparing responses to external inquiries (Congressional requests, investigations, Hotline complaints, etc). The incumbent may also represent the HR Director in his/her absence.The incumbent also serves as a member of the HRMO leadership team, responsible for collaborating with peer managers, participating in or leading continual assessment of HRMO operations, anticipating and preparing for short- and long-term matters impacting the HRMO (new or changing policy, hiring surges, operational barriers, etc.) and establishing recommendations/plans accordingly, participating in or leading HRMO and AHF/AHR initiatives.Work is typically governed by established regulations, policies, procedures, and merit system principles. The incumbent must exercise judgment in isolating and assessing issues which have varying and conflicting governance (policy, collective bargaining agreements, principles, precedents, etc.), and which involve factors or implications managed by other AHR or FAA organizations or which are governed by private or other external organizations. The incumbent must exercise sound judgment and subject-matter authority toward ensuring thorough and accurate application from among applicable sources.Contacts are primarily within the FAA to include management officials throughout AHR and client LOBs/SOs, staff members, and service providers. Contacts are for the purpose of collaborating to resolve issues and concerns, participate in or lead AHF/AHR initiatives, provide guidance or recommendations, articulate new or changing programs or operations, articulate requirements/expectations and feedback, and diffusing heightened situations with conflicting priorities or adverse customer implications. Contacts may also include other government entities, community organizations/groups, and other external parties for the purpose of explaining employment and related information or seeking services.The work of the incumbent directly impacts the operational and program objectives of the branch supervised as well as that of customer organizations, and the accomplishment of AHF's/AHR's overall mission and business plan requirements. To qualify for this position at the FV- J level:
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV- I or FG/GS-13. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.Specialized experience includes the following:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
