IT Business Project Manager

Incumbent develops new and innovative approaches, methodologies, and techniques and acts as a team leader to define and direct challenging projects, programs or activities. This includes AIR's IT Agility which is a holistic system for how AIR addresses its IT needs at the local, national and enterprise levels. These IT and automation programs are intended to increase the ability of the Service's workforce to effectively and efficiently accomplish its daily work activities.The incumbent applies experience and expert knowledge of state of the art technology and advanced techniques in IT management. Leads the business process side of complex IT projects that involve large segments of AIR's technical workforce. The incumbent works collaboratively with project sponsors to define, validate, document, prioritize and communicate the requirements for IT systems and automation tools. The incumbent works in partnership with the Service's IT business liaisons to ensure activities are properly prioritized and well-coordinated. With the IT business liaisons, the incumbent develops, communicates, and oversees implementation of the Service's IT Agility program and information resource management program and ensures that the Service's IT strategy is aligned with the Service's business goals.Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs and work activities. The incumbent acquires and allocates resources, gathering and synthesizing budget and staffing requirements to support IT initiatives, collects business performance statistics, and contributes to reports on the Service's IT initiatives. Consults with customers and stakeholders to refine functional requirements and develop design specifications. Defines technical requirements and manages the development of computer based applications for the design and modification of systems. Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on complex IT projects. The incumbent identifies and resolves challenging problems or issues that often cross organizational boundaries and develops briefings to convey requirements and strategies to internal and external stakeholders. Plans, organizes, and directs team activities for advanced system projects and/or resolving problems in existing systems. Solves problems, determines accuracy and relevance of information using sound judgment to generate and evaluate alternatives, and makes recommendations and decisions.Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. The incumbent provides expert guidance and instruction both internally and externally to address diverse, complex IT issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.Work is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and other work activities. Work typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and can impact the objectives of the FAA.Performs other duties as assigned. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Experience developing and/or tracking requirements for system performance; experience working in IT systems development projects and experience consulting with customers to refine functional requirements and develop design specifications.QUALITY RANKING FACTOR:
Experience with managing programs or initiatives that report to/receive funding from the Joint Resource Council or similar levels within other government agenciesCurrently holds or has held the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM)Currently holds or has held the Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR)QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS VACANCY ANNOUNCEMENT.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
