Management and Program Analyst

Serves as a Management and Program Analyst in the Planning and Requirements Group. Provides analysis around business, program, project, and/or performance information from both internal and external Service Center partners, and identifies problems and proposes solutions. Incumbent works closely with management and specialists to collect, organize, and analyze data, prepare reports showing qualitative and quantitative trends and projections, and generate practical programs and recommendations to improve overall organizational performance. Uses a wide range of statistical and analytical methods for assessing and analyzing business processes and database systems; based upon data analysis, determines focus areas, performance objectives, key performance indicators, and performance targets. Consolidates and organizes data appropriate for the task, accomplishes analysis of data and prepares reports, presentations and issue papers to assist the program and/or management with decision making. Uses a variety of automated data analysis and program/project management tools to complete work assignments, which may include but not limited to:
FM Corporate Work Plan (CWP) Portal, Primavera, MS Excel, MS Access, MS SharePoint, ORACLE, SQL. The scope of this job is focused on the analysis and identification of business and program performance needs of the Planning and Requirements Group, and the Engineering Services organization, and may require frequent interaction with the field and headquarters employees. To qualify for FG-12, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Working knowledge of Primavera scheduling program. Corporate Work Plan (CWP) Suite for project planning and monitor and control, resource management in primavera, and Work Breakdown Structure (WBS) and Assets for the Regional Capitalization process. Specialized experience includes strong knowledge of qualitative and quantitative methods of assessing and analyzing processes and systems, to conduct program analysis and identify trends and formulate recommendations of process improvements. Incumbent also needs a working knowledge of DELPHI and REGIS fiscal systems and budgetary practices and how to apply them in making business decisions that achieve specified goals. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
