Supervisory Aviation Technical System Specialist

If selected for this position you will serve as the Deputy Director, Air Traffic Operations Western Service Area, Air Traffic Services of the Air Traffic Organization (ATO). Performs as alter ego to the Director, Air Traffic Operations, sharing full responsibility for full line authority for overseeing and directing air traffic and technical operations within the Service Area. The opinions and directions given from this Deputy position are treated as if given by the Director. Also serves as the principal staff adviser to the Service Center and Regional Administrators with regard to management of air traffic and technical operations within the assigned service area.Exercises line authority over subordinate Federal Aviation Administration (FAA) terminal and enroute facilities. Also, exercises operational authority over Federal Contract Towers. Directs air traffic services air traffic control high assistance, and systems and facilities. Directs all service area terminal and enroute control operational and technical activities.Exercises line authority over subordinate organizations responsible for developing programs and standards associated with air traffic management. Provides direction through key staff members in major program areas such as safety, program operations, operations support, and finance and administration. Implements all national policies, procedures and practices that apply to air traffic operations. Provides management oversight of National Airspace System (NAS) maintenance and operations.Supervises the development of standards, system procedures, and techniques to be utilized by service area specialists in their performance of comprehensive reviews and evaluations of air traffic services, transportation and their administration. Directs actions to improve air traffic services within the service area.Actively participates in the investigation of accidents, incidents, and emergencies involving air traffic field facilities. Participates with all Air Traffic Organization representatives and representatives from the Regional Flight Standards Division to ensure adequate investigation of air traffic control aspects of aircraft accidents and, as appropriate, assures corrective action.Evaluates managers and reviews evaluations made by managers of others, makes selections for management positions, makes decisions on work problems presented by subordinate managers, hears group grievances and serious complaints presented by employees or ones not resolved at a lower level, and reviews serious disciplinary cases and disciplinary problems involving key employees.Continually interacts with other high level executives both inside and outside the federal government. Ensures the Director, Air Traffic Operations is apprised of the overall effectiveness of assigned program areas relating to the NAS. Serves as the personal representative of the Director with respect to air traffic automation, surveillance, facilities, work priorities, and public relations in his/her service area.Maintains close and continuing contact with key representatives of the ATO, the military, other federal agencies, state and local governments, the aviation industry, the regulatory organizations of the FAA, and the general public, as well as with the heads of various other domestic and foreign public and private aviation organizations. Presents and defends Department of Transportation/FAA positions with respect to air traffic issues in formal and informal meetings with these key officials. Exercises delegated authority to make commitments on behalf of the Director, Air Traffic Operations in matters under his cognizance.Ensures that procedures and operations are directed toward continually improving levels of service to customers. Continually reviews projects and programs to make sure they are aligned with long-term and short-term ATO and FAA goals, objectives and plans. Establishes and refines objectives to support those goals and plans. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience may include but not limited to:
Experience with the development and application of new standards, system procedures, and/or techniques used in comprehensive reviews and evaluations of air traffic services and safety .Applicants must include examples of their specialized experience in their resume work history.
