Management and Program Analyst

This position is located in the Air Traffic Organization (ATO). Service Center (SC) Business Intelligence Team. Serves as a senior program/project analyst on a cross-functional team responsible for conducting historical and predictive trend analysis, integrated products and work activities that directly impact the tactical and strategic objectives of the service area (SA) organizational units that often have impact on the objectives of the FAA as a whole.Serves as a subject matter expert (SME) who specializes in the development of new and innovated approaches and methodologies, techniques and process improvements, e.g. business acumen and analytics applying experience and expert knowledge. Responsible for evaluating the relationships between major program changes and status of organizations through partnership with SA analysts and SMEs to create actionable products that provide predictive and prescriptive analytics to enable informed management decisions.Team member supports SC groups in conducting requirements interviews, analyzing documents, and drawing connections so that the service unit (SU) organizations are able to develop clear business decisions and formulate processes using task and workflow analysis, i.e., BusinessI Analysis Body of Knowledge (BABOK) baseline standards. Evaluates multiple sources to resolve conflicts and differentiate between actual and required user needs while effectively communicating with internal teams and external organizations to deliver functional requirement. Requires a high level of problem solving that may involve data or systems analysis to determine casual factors, and identify and affect solutions. Work is reviewed only at completion for success in achieving planning results.Through partnership with the SA analysts or SMEs, provides advice to SA leadership for proper program planning and effective decision making. Using strong analytical reasoning to understand end users requirements and transforming them into operational application. Develops and recommends approaches to address current and anticipated problems and issues. Works with SA analysts or SMEs to identify and resolve challenging problems or issues that often cross-organizational boundaries and impact on the accomplishment of strategic objectives. Defines and develops internal policies and procedures; predicts potential issues and proposes preventative actions using business analysis techniques.Communicates with internal and external Lines of Business (LOB). May represent the ATO and SU organization as a principle point of contact to provide advice and expert guidance on the applications of policies and procedures. Participates on, and at times leads, workgroups that formulate and make recommendations to senior management positions on major projects, policies and issues. Prepares, reviews, and recommends approval of major reports projects, programs and other work activities for internal and external distribution. Develops and delivers briefing to convey strategic vision and/or organizational policies to internal and external audiences.Principle partner to mentor SC/SA analysts and SMEs in order to champion analytics based reporting and the overall improvement of analytical capabilities in the Service Area. Prepares SA and SC management to expect fully formed answers, value added recommendations, and analytics based reporting as the normal course of decision making.Work is typically reviewed only at completion for success in achieving planning results. Has broad discretion to ensure the alignment of organizational goals and policies and requirements of projects or other work activities. Work activities typically impact directly on the objectives of the organizational unit and may often impact on the objectives of the FAA. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include:
Extensive skill in analyzing data and trends, identifying policy considerations and solutions, project management skills, coordinating or managing projects, teams and meetings. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
