Aviation Technical Systems Specialist

Serves as Aviation Technical Systems Specialist to support the implementation of NAS projects within Western Service Area. Serves as a Planning and Requirements Group (PRG) Point of Contact (POC) for external customers including Airport Authorities, Airport District Offices, State and Local governments, Aviation Authorities and any non Air Traffic Organizations. Provides technical leadership in developing and managing project portfolios and integration opportunities as a means to conceive and accomplish projects with methods that will enhance the efficiency of resource utilization, minimize operational impact to the NAS, and minimize cost to be more effective in implementing NAS projects. Assists in coordination and integration of Service Area requirements and projects across the Service Center for both internal and external projects. Develops a strategic portfolio plans to evaluate programs in support of National Airspace System. Coordinates Portfolio Plans and Integration Opportunities requirements and projects across the Service Center and external Customers. Develops Reimbursable Agreements when Airport Sponsor's activities will impact FAA facilities and require ATO support.Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.Applies experience and advanced technical knowledge applicable to accomplish assignments and develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules .Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.Established policies/procedures provide guidance for most assignments, but allows considerable discretion for employee to select the most appropriate approach or recommend new approaches. Provides recommendations to improve work processes.Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations.Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB's/SO's. In some areas, the work may affect the safety and security of customers. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Technical experience with NAS programs, procedures, infrastructure, and facilities. This includes systems and facilities interrelationship in providing the services necessary for the movement of aircraft across the NAS. Specialized experience may also include a aviation technical knowledge gained through experience in the design, development, deployment, or performance evaluation of systems or facilities that support the NAS. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
