Management and Program Analyst

Is a recognized subject-matter expert within the Resource Support Team providing leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Applies experience and expert knowledge applicable to the program area to conduct functional activities for projects/programs which often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Applies knowledge of the FAA's policies and objectives to identify, define, and organize resources for large projects/programs. Duties include the following:
Provides workforce and position management support to the ATO, LOBs' in the Western Service Area. This includes planning strategic support of workforce planning requirements and objectives, interpreting internal policies and procedures, providing management advice and guidance, problem-solving, efficiency initiatives, conducting program analysis, and implementing programs, organizational changes, and hiring plans.Provides leadership to the team to facilitate accomplishing a wide variety of programs, including ATO organizational restructuring, ATO internal hiring plans, workforce planning alternatives, workforce planning reports, business case analysis, and ATO internal new hire program management. Coordinates with team members to ensure customer needs are being met, and advises management about resources, workload, or team issues and potential resolutions.Provides training, mentoring, and guidance to team members. Ensures regular and frequent coordination of issues and processes with peers in other Service Centers to ensure consistency of approach, and to share successes and lessons-learned.Assures support for meeting strategic/performance goals and objectives related to internal ATO staffing requirements for the service units and the service center. Identifies trends, develops and recommends solutions to address current and anticipated problems and issues; ensures consistent application of ATO policies and procedures. Develops, coordinates, and implements program changes as needed, analyzes program and team program and recommends management action to correct problems or improve efficiencies.Contacts are internal and external, often representing the LOB as a principle point of contact to provide advice and guidance on the application of policies and procedures. Work is typically reviewed only at completion for success in achieving planned results. Work activities typically impact directly on the objectives of one or more organizational units and often impact on the objectives of the FAA. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
