Management and Program Analyst

Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.Initiates communication effectively with all levels of management using oral and written formats, presentation of reports in a formal and informal setting and able to break complex subjects into simplified topics. Develops detail plans, goals, and objectives for implementation and administration of projects. Reviews and interprets information (ex. data, policies, procedures) for development of new and existing reports or publications, developing a source document which covers intent, scope and design, identifying Subject Matter Experts (SME) who may require input, and lead the project from inception to completion. Develops criteria for evaluating the effectiveness of programs and projects. Capable of making decisions on how to proceed in planning, organizing and conducting research for reports and projects.Collects, analyzes and evaluates information on programs and processes related to Technical Evaluations and the impact of technological, procedural, financial, and managerial considerations. Works effectively with groups and independently, to meet the FAA goals. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques. Performs other duties as assigned.Advanced user of analytical programs (i.e. Excel, Access, FAA databases), capable of building advanced pivot tables, evaluating (quantitative/qualitative) programmatic effectiveness, able to write comprehensive formulas (to include Marcos), and build reports which pull information from multiple workbooks that can be utilized by intermediate users. Verifies complex data tables used in analytical programs, capable of taking into account and giving appropriate weight to the data and other variables. Advises on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. Analyzing new or proposed legislation or regulations to determine impact on program operations and management. Reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required by the Technical Evaluations Team. To qualify for the FG/GS-13, you must demonstrate in our application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized Experience may include:
Comprehensive knowledge of the substantive programs, goals, priorities, policies, and commitments of the assigned organization and their interrelationship with other internal and external programs and activities. Comprehensive knowledge of laws, polices, and regulations that govern assigned, substantive programs. Expert knowledge of a wide range of qualitative and quantitative methods for assisting or improving management processes and systems. Expert knowledge in the Reimbursable Agreement (RA) process, related tools, specifications and identify & initiate process improvements. Expert knowledge of MS SharePoint and KSN capabilities and interactions with other tools on both the local and national levels. Able to code websites and implement complex dynamic content. Experience with Project/Portfolio Management related to NAS programs or projects involving the integration and implementation of projects in the CWP utilizing various tools such as Primavera and Tableau reports. Experience developing dynamic reports, dashboards, and graphs that convey information in a clear and concise way. Able to identify and analyze most complex datasets for issues/trends. Ability to links and integrates multiple data sources. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
