Aviation Systems Technical Specialist

Serves as recognized expert within the FAA to provide oversight and insight and to make recommendations for highly complex and challenging activities. As the subject matter expert, he/she is responsible for providing situational awareness to the Director and Deputy Director by interfacing with support organizations to ensure AJT operational awareness on matters related to NAS platforms and air traffic operations, procedures, and projects. He/she maintains awareness of new technologies and programs to enhance future NAS capabilities in area of automation, surveillance, power, environment, and telecommunication.Serves as Air Traffic Services liaison between AJT and other service units/lines of business in reviewing and coordinating changes that impacts air traffic operations as related to procedures, airspace, and requirement needs and to ensure consistent application of policies.Provide expert guidance and instruction to both internal and external organizations to address diverse, complex issues which often cross organizational boundaries and impact on the accomplishment of FAA's strategic objectives.He/she identifies and resolves highly complex problems or issues and predicts potential issues which impact NAS operations, systems, equipment and facilities. Conducts complex studies and translates results of the studies into sound recommendations for procedural changes and/or new operational concepts. He/she develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to identify and jointly solve problems.Applies experience and expert technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches as it relates to NAS systems, equipment, and facilities. Reviews best practices on service model implementation related to critical operations infrastructure to develop NAS-wide policies, standards, and guidelines.Applies knowledge of the NAS equipment, policies, and procedures to identify operational trends by traffic volume, sector volume, and system outages. He/she operates as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies regarding proposed operational changes, problems and issues that impact the operational environment. He/she identifies, evaluates and assess aviation policies, and procedures. Ensures the achievement of operational goals and objectives through knowledge of NAS environment and understanding of the risks from a safety, performance, and reliability perspective.Contacts are internal and external. Often represents FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. He/she represents air traffic operational interests effectively with other organizations. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences.Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies and may affect the aviation and aerospace industries and other external parties. Work activities directly impacts the Air Traffic Services Service Unit, the ATO, and the FAA. To qualify for this position at the K payband you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J or FG/GS14.Specialized experience may include but not limited to:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
